CERN Health Insurance Scheme (CHIS) – Obligation to provide information

Staff members, graduates and fellows are reminded that, pursuant to Article IV 2.02 of the CHIS Rules, they are obliged to declare the following information concerning their spouse in writing to the Organization:

any other primary health insurance scheme of which the spouse is a member; and
in the event that the spouse does not have adequate primary health insurance, the amount of any income received by the spouse deriving from a professional activity and/or a retirement pension.

This declaration must be made within the 30 calendar days following any change in the spouse’s:

professional activity (e.g. start or end of employment contract, change of employer);
health insurance (we remind you that a change of country of residence may lead to a change in your spouse's health insurance);
gross income, if this results in a change of income bracket (see the table here).

Declarations must be made using the “SHIPID” (Spouse Health Insurance & Professional Income Declaration) form.

The Human Resources department therefore advises staff members, graduates and fellows to check with their spouse that the details given in the latest declaration that they submitted are still up-to-date and, if this is not the case, to make a new declaration using the “SHIPID” form without delay. Members of the personnel are also reminded that any false declaration or failure to make a declaration with a view to deceiving others or achieving a gain, resulting in a financial loss or loss of reputation for the Organization, constitutes fraud and may lead to disciplinary action in accordance with the provisions of Article V 5.03 of the CHIS Rules and Article S VI 2.01 of the Staff Rules.

Family benefits – Obligation to provide information

Members of the personnel are reminded that, pursuant to Articles R V 1.38 and R V 1.39 of the Staff Regulations, they are obliged to declare the following in writing to the Organization within 30 calendar days:

any change in their family situation (marriage, civil partnership, birth or adoption of a child, divorce or dissolution of a partnership, death of a spouse or dependent child);
their separation, in accordance with the guidelines of the Swiss Federal Department of Foreign Affairs (FDFA) regarding the issuance of legitimation cards;
any change in the situation of a dependent child (end of studies, start of paid employment, military service, marriage or civil partnership, change of residence of a spouse’s child or in the provision of main and continuing support for the child);
the amount of any family benefit received by or in respect of themselves, their spouse or a dependent child from a source outside the Organization (e.g. family allowance, child allowance, infant allowance, non-resident allowance or international indemnity).

I - Internal tax annual certificate and individual annual statement for 2023
The internal tax annual certificate or the individual annual statement for 2023, issued by the Finance and Administrative Processes Department, is available since 12 February 2024 via MyFiles (under “Financial and Social Benefits”). It is intended exclusively for the tax authorities.

If you are currently a member of the CERN personnel, you will have received an e-mail containing a link to your certificate or statement, which you can print if necessary.
If you are no longer a member of the CERN personnel or are unable to access your certificate or statement as indicated above, you will find information explaining how to obtain one on this page.

II - 2024 tax declaration form of 2023 income in France
The 2024 tax declaration form for 2023 income must be completed following the general indications available on this page.

One-to-one meetings with the French tax authorities for CERN members of personnel

In order to help members of the personnel who may need assistance, the Organization has decided to set up individual tax consultation sessions with the French tax authorities (Service des Impôts des Particuliers (SIP) de Valserhône) to answer questions on income tax matters in France.

These consultations will take place on the Meyrin site, on Friday 26 April 2024 and will be run by six representatives of the SIP. The sessions will require pre-booking an appointment via this portal.

There are a limited number of time slots available, so we recommend you sign up early.

Please note that these meetings will be in French. Should you need any assistance with the language, we advise you to ask a French-speaking colleague for help.

Joint Advisory Appeals Board

The Joint Advisory Appeals Board examined an internal appeal lodged by a staff member against the decision to qualify their performance as “fair” for the reference year 2020. This procedure was suspended pending the decision at the outcome of a harassment investigation procedure. The internal appeal procedure resumed in January 2023.

In application of Article R VI 1.18 of the Staff Regulations, and in agreement with the appellant, the final decision of the Director-General, dated 16 November 2023, and the report of the Joint Advisory Appeals Board are being brought to the attention of the members of personnel.

Arrival/change of address in Switzerland and Swiss “Attestation de départ”

The Swiss authorities strongly recommend that members of the personnel declare their arrival in Switzerland and any change of address within 14 days, particularly if they have children of school age.

In addition, certain formalities linked to leaving Switzerland (e.g. lease termination, customs declaration, bank account closure or insurance policy cancellation) may require an “attestation de départ” (certificate of departure), which will only be issued to people who have previously declared their arrival.

1. Arrival and change of address in Switzerland

a) Procedure for people living in the Canton of Geneva:

The Office cantonal de la population et des migrations (OCPM) should be notified either by post or via the online “e-démarches” procedure (see: https://www.ge.ch/annoncer-mon-arrivee-office-cantonal-population-migrations/annonce-arrivee-geneve-detenteurs-carte-legitimation and https://www.ge.ch/annoncer-changement-adresse-geneve).

b) Procedure for people living in the Canton of Vaud:

Declaration should be made to the Contrôle de l’habitant for the commune in which they live. NB: Holders of a “carte de légitimation” (Swiss card) issued by the Swiss Federal Department of Foreign Affairs, except for holders of the “S” card, cannot use the online “eDéménagement” procedure (see: https://www.vd.ch/themes/population/controle-des-habitants/changement-dadresse).

2. Declaration of departure and the “attestation de départ"

a) Procedure to follow for people living in the Canton of Geneva:

The declaration of departure should be made either by sending the “annonce de départ” form and supporting documents to the OCPM by post (Case postale 2652, 1211 Genève 2) or online through an “e-démarches” account (see: https://www.ge.ch/annoncer-mon-depart-ocpm).
A declaration of departure does not generate an automatic confirmation but an “attestation de départ” can be requested.
The “attestation de départ” can be requested no sooner than 15 working days after the declaration of departure and will be issued no sooner than one month before the departure date (https://www.ge.ch/obtenir-attestation-ocpm/commander-attestation-depart).
The declaration of departure form can be used to list all the family members concerned. However, there is no overall “family” certificate; the “attestation de départ” is for an individual, and if necessary a separate document will have to be requested for each family member.
The “attestation de départ” costs 25 CHF.
It is valid for two months.

b) Procedure to follow for people living in the Canton of Vaud:

Members of the personnel should go in person to the Contrôle de l’habitant for the commune where they live with their “carte de légitimation” (Swiss card) issued by the Federal Department of Foreign Affairs in order to declare their departure. Depending which commune they live in, a fee may be due.

Remember, members of the personnel must declare any change in their situation to the Organization within 30 days (particularly concerning their address, family situation or nationality).

Administrative Circular No. 33 (Rev.) – Duty Travel

Administrative Circular No. 33 (Rev.) entitled "Duty Travel", approved by the Director-General, is now available via the following link.

This revision cancels and replaces Administrative Circular No. 33 entitled "Duty Travel” dated January 2020.

The objective of these modifications is to implement the amendment of Staff Regulation
R V 1.27, which came into force on 1 January 2024.

This amendment provides for the direct payment of accommodation costs incurred during duty travel or their reimbursement on the basis of actual expenses, within the limits of the established daily travel allowance, rather than continuing to offer a lump-sum payment option.

The aim is to improve cost-effectiveness and to ensure uniform treatment of all members of the personnel. In exceptional cases, the traveler’s department Head may authorise reimbursement in excess of the maximum portion of the daily travel allowance for accommodation, provided this is in the interests of the Organization.

The revised Circular entered into force on 1 March 2024.

Members of the personnel and other persons concerned are hereby informed that the Director-General has approved, further to consultation with the Staff Association, an update of Annex I to the document “Implementation measures, subsidiary document to Operational Circular No. 2 (Rev. 3)”.

The modifications concern the opening hours of gates A and C (access points to the fenced parts of the Meyrin site).

Warning against fraudulent telephone calls

The Swiss Mission would like to inform you that the Diplomatic Security Brigade (BSD) has recently received reports of fraudulent telephone calls from people posing as false police officers and requesting identity or bank details under the pretext of an ongoing investigation.

The Police of Geneva warns against this type of fraud and advises you to immediately stop the telephone conversation and not to communicate any personal or banking details.

The Swiss Mission also points out that the website of the National Centre for Cyber Security (NCSC) lists all cyber threats and provides practical information on the risks of fraud. Incidents can be reported directly on its website.

Your Google Workspace safely managed at CERN

Many people at CERN use Google Docs for work-related activities. To provide a safe environment and avoid issues relating to data storage and ownership, CERN has purchased Google Workspace subscriptions. Thanks to this, it will now be possible to access CERN Google Docs, authenticating with the CERN Single Sign-On. Of course, users will still be able to maintain a separate, personal Google account, using a non-CERN email account. The IT department will offer support to CERN people willing to move documents from their personal Google Docs to the new CERN-managed Google Docs environment.

Following an extensive pilot phase, the new CERN-managed “Google Workspace” service is now available to every employed member of the personnel (MPE) and associated member of the personnel (MPA). By default, the only functionality enabled for CERN-managed Google accounts is Google Docs, as the service focuses primarily on live document editing. For convenience, additional functionality (via “bundles”) can be enabled through the portal. See here for a description of the bundles.

In order to protect your data, CERN’s Google accounts have restrictions in place, which may prevent some functionalities from being enabled; if you need functionalities not available in the bundles for personal reasons, it is advisable to continue to use your personal account. However, if you need professional access to such functionalities, you can open a ticket via the CERN Service Portal.

Obtaining a Google account in the new CERN-managed Workspace is easy, but the procedure is different depending on whether you use a @cern.ch address or a @gmail.com address to access your private Google space. In detail:

People who have previously created a ‘@cern.ch’ Google account can transfer this account into the CERN-managed Google Workspace.
Eligible people who use a private account (typically ‘@gmail.com’) for their CERN work or who do not yet have a Google account can create a CERN-managed Google account using the portal. The two accounts will remain completely separate, so you may need to transfer documents from one to the other.

Joint Advisory Appeals Board

The Joint Advisory Appeals Board has examined an internal appeal lodged by a staff member against the Director-General’s decision, which concluded an arbitration procedure concerning the methodology of calculation of the salary increase annual budget in the context of the 2022 MERIT Guidelines and the decisions to qualify their personal performance during the year of 2021 as “strong”.

This appeal was receivable only regarding the individual performance qualification decision and resulting performance reward.

In application of Article R VI 1.18 of the Staff Regulations, and in agreement with the appellant, the final decision of the Director-General, dated 10 May 2023, and the report of the Board are being brought to the attention of the members of personnel.

Summer work for children of members of the personnel

Summer work for children of members of the personnel

During the period from 10 June to 6 September 2024 inclusive, there will be a limited number of jobs for summer work at CERN (normally unskilled work of routine nature), which will be made available to children of members of the personnel (i.e. anyone holding an employment or association contract with the Organization). Candidates must be aged between 18 and 24 inclusive on the first day of the contract and must have insurance covering illness. The duration of all contracts will be 4 consecutive weeks and the allowance will be CHF 1577 for this period. Candidates should apply via HR department’s electronic recruitment system, SmartRecruiters: https://smrtr.io/j3W95.

Completed application forms must be returned by 11 March 2024 at the latest. To allow as many people as possible to benefit, each child may participate in this programme only once.

The results of the selection will be available mid of May 2024.

The CERN Safety Rules listed below have been published on the CERN website dedicated to the Safety Rules :

Safety Regulation SR-SIM “Responsibilities in Matters of Safety Incident Management at CERN” - version 2 EDMS 2583792.
The version 2 of the SR-SIM cancels and replaces version 1 of the same document. This new version takes into account lessons learnt from the last two years of application of the SR-SIM version 1. It introduces the possibility of a more formal and in-depth analysis of a serious Safety Incident and a specific notification and analysis procedure for Safety Incidents occurring on category 1 worksites.
Safety Regulation SR-NIR “Protection of Persons from Exposure to Non-ionising Radiation" - EDMS 2974850.
The SR-NIR covers a large variety of hazards, notably static magnetic field and lasers. It defines the general prevention and protection principles applicable to all of them.
General Safety Instruction GSI-NIR-1 “Protection of Persons from Exposure to Static Magnetic Fields" - EDMS 2974732
This GSI cancels and replaces IS 36 “Safety Rules for the Use of Static Magnetic Fields at CERN”.
