Revised versions of Administrative Circulars No. 2, “Recruitment, appointment and possible developments regarding the contractual position of staff members”; No. 3, “Home leave, travel to the home station and travel for family reasons”; and No. 21 (I), “Leave for family reasons and special leave” have been approved by the Director-General and are available at the following links:

These versions cancel and replace the previous versions of Administrative Circulars No. 2 (Rev. 7), dated March 2015 and No. 3 (Rev. 3) and No. 21 (I) (Rev. 3), dated October 2022.

The circulars have been revised to align them with the amendments to the Staff Rules and Regulations on maternity leave, remunerated parental leave and unremunerated parental leave, which entered into force on 1 July 2026.

The revised circulars also entered into force on that date and apply retroactively from 1 January 2026, provided that the staff member’s contract was effective on the date of the child’s birth.
